AZ HCR2010

Changes the base year for calculating school district expenditure limitations from fiscal year 1979-1980 to fiscal year 2022-2023.

Multiplies the adjusted aggregate expenditure limitation for all school districts by 1.10 (10% increase factor).

Adds "weighted student count" as the measure for determining student population in school districts, to be prescribed by law.

Clarifies that community college district student population means actual full-time or equivalent full-time students enrolled, determined as prescribed by law.

Proposes this constitutional amendment be submitted to Arizona voters at the next general election for approval.
