AZ HCR2011

Repeals sections 9-500.39 and 11-269.17 of Arizona Revised Statutes relating to vacation rental and short-term rental regulations at the county and municipal levels.

Adds vacation rentals and short-term rentals to the exemptions under the property rights protection statute (A.R.S. § 12-1134), preventing property owners from claiming diminution in value compensation when regulations restrict these uses.

Removes provisions allowing counties, cities, and towns to redisclose confidential transaction privilege tax information about vacation rental and short-term rental operators to enforce local regulations.

Requires online lodging operators and vacation/short-term rental owners to obtain transaction privilege tax licenses and display license numbers on all advertisements.

Submits the measure to Arizona voters at the next general election for approval as a ballot proposition.
