Expresses legislative support for Arizona's tradition of leadership in developing and implementing water management policies and practices.

Recognizes historical water management achievements including the Salt River Project (1903), Central Arizona Water Conservation District (1971), Groundwater Management Act (1980), underground water storage (1986), Central Arizona Groundwater Replenishment District (1993), Arizona Water Banking Authority (1996), and participation in Colorado River treaties and drought contingency plans.

Highlights Arizona's conservation success: the state uses less water today than in the 1950s despite nearly 500% population growth, and has contributed over 2.8 million acre-feet of water to Lake Mead since 2014.

Identifies future water management priorities including renegotiation of Lower Basin Shortage Guidelines before 2025 expiration, resolution of Pinal Active Management Area credit issues, desalination planning, groundwater management plans, water infrastructure financing, on-farm irrigation efficiency programs, and direct potable reuse of treated wastewater.

Directs the Arizona Legislature to continue supporting appropriate water management practices and policies that protect property and water rights while ensuring state safety and prosperity.
