AZ HCR2013

Proposes amendment to Article II, Section 38 of the Arizona Constitution to establish an inherent, inalienable right to a clean and healthy environment for all people regardless of race, wealth, ethnicity, or identity.

Right to clean and healthy environment includes clean air and water and preservation of natural, scenic, historic, and aesthetic environmental values.

Establishes that the state's public natural resources are common property of all people, including future generations.

Designates the state as trustee of public natural resources with obligation to conserve and maintain them for the benefit of all people.

Directs the Secretary of State to submit the proposition to voters at the next general election.
