HCR 2015 Summary

• Proposes amendment to Article IX, Section 21 of the Arizona Constitution to repeal school district expenditure limitation provisions while retaining community college district limitations.

• Retains expenditure limitation framework for individual community college districts and requires legislature to establish school district expenditure limitations by law, with excess expenditures requiring voter approval.

• Applies to fiscal years beginning after June 30, 2025, and requires submission to voters at next general election if approved by the legislature.
