Proposes amending Arizona Constitution Article IX, Section 21 to remove expenditure limitations for school districts while retaining them for community college districts.

Eliminates subsections (2) and (3) that currently establish aggregate expenditure limitations for all school districts and allow legislative overrides by two-thirds vote.

Removes multiple exclusions from "local revenues" that previously applied only to school districts, including proceeds from property sales, capital levies, and self-supporting commercial services.

Eliminates Section 21(7) requiring the legislature to establish expenditure limitations for individual school districts and requiring voter approval for excess expenditures.

Takes effect for fiscal years beginning after June 30, 2025, and requires voter approval through a general election ballot proposition.
