Proposes a constitutional amendment to prohibit the death penalty in Arizona, adding a new Article II, Section 38 stating "No person shall be sentenced to death in this state."

Removes language about "capital offenses" from Article II, Section 22 regarding bail requirements.

Eliminates reference to death sentences from Article II, Section 23 regarding jury trial requirements for cases where death or imprisonment for 30+ years is authorized.

Repeals Article XXII, Section 22 of the Arizona Constitution, which previously addressed the judgment of death.

Requires submission of the amendment to voters at the next general election for approval.
