AZ HCR2025

Establishes a $20 penalty fee on every criminal conviction beginning June 30, 2025, with fees deposited into a state supplemental benefit fund through county/city/state treasuries.

Creates a $250,000 state death benefit payable to the surviving spouse (or divided equally among children if no spouse) of any first responder killed in the line of duty, paid within 30 days of employer notification.

Expands the definition of "first responder" in aggravated assault statutes to include peace officers, firefighters, fire marshals, fire inspectors, emergency medical technicians, paramedics, tribal police officers, National Guard members on state active duty, and correctional officers.

Increases criminal penalties for assaulting first responders, including enhancing certain assault classifications to higher felony levels when committed against first responders.

All provisions related to the penalty fee, death benefits, and enhanced assault penalties expire December 31, 2032; directs any fund surplus exceeding $2,000,000 to legislature for peace officer training, equipment, and assistance to injured first responders.
