Repeals sections 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to specific English language education program requirements.

Requires public schools to identify primary/home language for all new pupils and assess English language proficiency for students whose primary language is not English.

Establishes that English language learners must receive high-quality education, master English language, and access research-based language programs, with parents having legal standing to sue for enforcement and recover attorney fees and actual damages.

Directs the state board of education to adopt and approve research-based and evidence-based structured English immersion and alternative English instruction models with specific minimum daily English language development hours (120 minutes daily for K-5 students, 100 minutes for grades 6-12).

Allows schools to establish dual-language immersion programs for both native and nonnative English speakers and requires submission of this measure to voters at the next general election.
