AZ HCR2028

Proposes a constitutional amendment to be submitted to Arizona voters at the next general election.

Prohibits the Arizona Department of Health Services director from issuing nonprofit medical marijuana dispensary registration certificates or certifying independent third-party laboratories in unincorporated territory completely surrounded by Indian reservations.

Prohibits the director from issuing marijuana establishment licenses or marijuana testing facility licenses in unincorporated territory completely surrounded by Indian reservations.

Applies to both the medical marijuana program (Title 36, Chapter 28.1) and the recreational marijuana program (Title 36, Chapter 28.2).
