Proposes a referendum measure to repeal Title 43, Chapter 10 of the Arizona Revised Statutes, which governs individual income tax in Arizona.

Repeals the personal income tax effective for taxable years beginning on or after December 31, 2024.

Directs the Legislative Council Staff to prepare conforming legislation for the fifty-seventh legislature's first regular session to align other state laws with the repeal.

Submits the measure to Arizona voters at the next general election for approval.

Includes voter findings that government has not spent tax revenue as efficiently as if kept private and that personal income tax represents only a minority of state revenue due to other available revenue streams.
