Proposes an amendment to Article VII, Section 10 of the Arizona Constitution regarding direct primary elections.

Requires the Legislature to enact a direct primary election law that supersedes any conflicting city charter, law, ordinance, rule, resolution, or policy.

Each qualified political party must be permitted to nominate a number of candidates equal to the number of positions to be filled for each office in the general election, and all nominated eligible candidates shall appear on the general election ballot.

Allows voters registered as no party preference, independent, or with a non-qualified political party to vote in the primary election of any qualified political party.

The Secretary of State shall submit the proposition to voters at the next general election for approval.
