AZ HCR2038

Proposes amendment to Article IV, Part 2, Section 20 of Arizona Constitution relating to appropriation bills.

Requires legislature to enact a general appropriation bill by the 45th day of each regular legislative session for the next fiscal year.

Mandates the general appropriation bill appropriate at least the same amount as the prior year's bill for state departments, institutions, public schools, and public debt interest, adjusted for inflation, enrollment growth, and removal of one-time expenditures.

Limits general appropriation bill to cover only state departments, institutions, public schools, and public debt interest; requires all other appropriations be made by separate bills on individual subjects.

Directs Secretary of State to submit proposition to voters at the next general election.
