Repeals sections 15-751, 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to English language learner program requirements.

Requires school districts and charter schools to identify primary/home language for all new pupils and assess English language proficiency of non-English speakers using assessments prescribed by the superintendent of public instruction.

Mandates that English language learners receive high-quality education, master the English language, and access research-based language programs.

Directs the State Board of Education to adopt research-based structured English immersion models requiring minimum daily English language development: 120 minutes per day (K-5) and 100 minutes per day (6-12).

Allows school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers with community and stakeholder input.
