Increases income threshold for deferral of court fees from 150% to 225% of federal poverty level.

Expands list of benefit programs that automatically qualify applicants for court fee waisal to include the supplemental nutrition assistance program, the special supplemental nutrition program for women, infants, and children, and the Arizona health care cost containment system.

Requires courts to review applications for deferral and determine whether to waive fees entirely or partially based on applicant's financial circumstances.

Modifies the consent to judgment requirement by allowing applicants to file supplemental applications for further deferral or waiver to delay entry of judgment for unpaid deferred fees.

Makes technical changes to statutory language and reorganizes subsections relating to deferral and waiver procedures.
