Adds two new definitions to Arizona boating law: "launch" (a motorized watercraft carrying a coach to monitor rowing shells) and "rowing shell" (a manually propelled watercraft recognized by national racing associations).

Creates an exception to personal flotation device requirements for children 12 and under on rowing shells used for practice, training, or competitions, provided specific conditions are met.

Requires rowing practice, training, or competitions to be supervised by a nationally certified coach in a launch in close proximity to the rowing shell.

Mandates that the launch comply with national rowing association requirements and carry lifesaving equipment on board.

Requires rowing shell operators to have successfully passed a swimming test certified by a nationally recognized rowing association.
