Amends Arizona Revised Statutes section 44-1799.71 to remove the population restriction, making the unlawful public sale of animals prohibition apply statewide instead of only in counties with 800,000+ persons.

Prohibits knowingly selling animals on public highways, streets, parks, public property adjacent to these areas, or commercial private property without the owner's or lessee's express consent.

Exempts retail pet store sales, sales by publicly operated or private charitable nonprofit pounds, humane societies, animal rescue organizations, and educational or agricultural organizations from the prohibition.

Exempts rodeos, auction markets, county fairs, stock shows, and other sanctioned livestock exhibit events from the prohibition.

Establishes a civil penalty of not more than $50 for violations, and defines "animal" as any living mammal, bird, amphibian, or reptile.
