Removes the exclusion of speech therapy from outpatient health services for eligible persons age 21 and older under the Arizona Health Care Cost Containment System (AHCCCS).

Adds speech therapy as a covered outpatient health service for adults age 21 and older, making it available to AHCCCS members.

Specifies that monies from the hospital assessment fund established under section 36-2901.09 cannot be used to provide speech therapy to eligible persons age 21 and older.

Makes conforming amendments to the list of services that cannot be funded through the hospital assessment fund, reorganizing exclusions related to chiropractic services, diabetes self-management training, and speech therapy.
