Authorizes the department of transportation to issue Gila River Indian Community special plates if $32,000 is paid by December 31, 2023 for implementation costs.

Establishes a $25 fee for original and renewal special plates, consisting of $8 for special plate administration (deposited in state highway fund) and $17 annual donation to Gila River Indian Community transportation committee.

Requires the Gila River Indian Community transportation committee to use donation funds exclusively for traffic control devices on non-state highways on the Gila River Indian reservation located in Arizona.

Permits personalized special plates to be combined with Gila River Indian Community plates at the director's discretion, subject to additional personalized plate fees.

Amends sections 28-6501, 28-6991, and 28-6993 to include the new special plate section in relevant references to special plate administration fees and state highway fund sources.
