Amends section 12-164 to remove reference to section 12-211 in the qualifications for court commissioners appointed to serve in the tax court.

Repeals sections 12-211 and 12-212 of Arizona Revised Statutes entirely.

Modifies section 12-213 to remove the requirement that counties have three or more superior court judges before the presiding judge may appoint court commissioners.

Clarifies that court commissioners must be United States citizens and have been admitted to practice law and residents of Arizona for five years immediately preceding taking office.

Allows state and county to split commissioner salary costs equally in counties with fewer than three superior court judges if state funds are appropriated.
