Establishes Arizona professional soccer club special plates requiring a one-time $32,000 implementation fee paid by a private party by December 31, 2023.

Charges $25 annual fee for the special plates, with $8 designated as a special plate administration fee deposited to the state highway fund and $17 as an annual donation to the Arizona professional soccer club special plate fund.

Creates the Arizona professional soccer club special plate fund to reimburse the initial $32,000 implementation fee, with remaining monies (minus up to 10% for administration) allocated annually to a qualified 501(c)(3) soccer foundation organization.

Requires the recipient charitable organization to be an Arizona professional soccer club foundation with a mission supporting student athlete development, providing financial awards to families with barriers to participation, and developing youth soccer programs in the state.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to add the new special plate category and update references to include section 28-2470.18 in various license plate and highway fund provisions.
