• Amends condominium (Section 33-1261) and planned community (Section 33-1808) statutes to permit display of historic versions of the American flag, including the Betsy Ross flag, without regard to star and stripe arrangement.

• Prohibits homeowners' associations from restricting outdoor display of the American flag, uniformed services flags, POW/MIA flag, Arizona state flag, Arizona Indian nations flag, Gadsden flag, first responder flags, and blue/gold star service flags when displayed consistently with federal flag code.

• Requires associations to adopt reasonable rules regarding flag placement and manner of display but prohibits restrictions on installing flagpoles in front or backyard areas.

• Maintains existing protections for political signs, for-sale/rent/lease signs, door-to-door political activity, and peaceful assembly rights in common areas of condominiums and planned communities.

• Adds definition of "Betsy Ross flag" as a historic United States flag with thirteen alternating red and white stripes and thirteen five-pointed white stars arranged in a circle on a blue background.
