SB 1054 Summary

• Establishes the Arizona Civics Education and Leadership Development Program within the Department of Education to provide civics education and leadership training to middle school and high school students.

• Allows eligible nonprofit organizations exempt under Internal Revenue Code Section 501(c)(3) that have provided civics education for at least 5 years to apply and participate in the program if they meet curriculum and content requirements.

• Requires approved organizations to submit annual reports by November 1 describing activities conducted, number of students served, and outcomes achieved, which the Department compiles and submits to the Governor, legislature, and Secretary of State.

• Establishes the Arizona Civics Education and Leadership Development Fund to distribute money to approved nonprofit organizations for stipends, staff wages, educational materials, food, beverages, clothing, and transportation.

• Appropriates $300,000 from the state general fund in fiscal year 2023-2024 to the fund, with appropriations exempt from lapsing requirements.
