Amends section 11-1022, Arizona Revised Statutes to expand sterilization requirements to include animals released from animal rescue organizations in addition to county, city, and town pounds and animal shelters.

Dogs and cats cannot be adopted unless surgically sterilized, with exceptions for lack of veterinary facilities within a twenty-mile radius or documented medical contraindications requiring postponement.

Adopters may sign an agreement with a deposit to have animals sterilized within 30 days (or 15 days after veterinary clearance) if exceptions apply; deposits are refundable upon presentation of veterinarian's sterilization certificate.

Non-refunded deposits must be used for sterilization of dogs and cats, public education about overpopulation prevention, or confirming sterilization of adopted animals.

Adds definition of "animal rescue organization" to the list of facilities subject to sterilization requirements for animals released for adoption.
