Amends Arizona Revised Statutes section 11-1001 to revise the definition of "owner" in animal control law to clarify that ownership requires keeping an animal (other than livestock) for more than six consecutive days.

Excludes persons who keep animals at the request of an animal shelter (as defined in section 11-1022) from being considered owners.

Adds requirement that stray dogs must be either wearing a valid license tag or microchipped to distinguish them from unlicensed animals.

Updates various terminology throughout the statute including changing "anti-rabies" to "antirabies" and replacing gendered pronouns with neutral language.

Bill was approved by the Governor on May 8, 2023 and filed with the Secretary of State on May 9, 2023.
