Allows emancipated minors, married minors, and independent unaccompanied homeless minors to consent to shelter, transitional living, temporary housing, and homeless-associated or supportive services without parental or guardian consent.

Defines "unaccompanied homeless minor" as a person aged 16 or 17 who lives apart from parents or guardians and either lacks fixed housing, resides in temporary facilities, or shares housing due to loss of housing, economic hardship, violence, or abuse.

Protects shelter and service providers from criminal, civil, or professional liability when they rely on a minor's consent under this section, except for liability arising from the provider's own negligence or willful misconduct.

Requires providers attempting to notify the minor's parent or legal guardian about the minor's location and to notify local police of the minor's location.

Specifies that subsequent annulment or divorce judgments do not deprive a minor of rights and services granted under this section.
