Amends Arizona Revised Statutes Section 41-1026.01 regarding emergency adoption, amendment or termination of delegation agreements.

Clarifies that agencies cannot use emergency measures if the emergency was created by the agency's own delay or inaction, unless failure to act would result in imminent substantial peril to public health, safety or welfare.

Requires agencies to file a summary of emergency delegation agreements with the secretary of state for publication in the next register, including contact information for questions.

Emergency delegation agreements are valid for 180 days and may be renewed for up to two additional 180-day periods if the emergency still exists and the agency has begun the required public comment process.

Makes technical corrections to statutory language, changing "which" to "that" in the definition of "emergency" and removing "and" before "eighty" in the renewal provisions.
