Withholds state aid from community college districts that exceed their constitutional expenditure limitation during fiscal years 2023-2024, 2024-2025, and 2025-2026.

Withholds $5,000 if excess expenditures are less than 5% of the limitation.

Withholds $15,000 if excess expenditures are 5% to less than 10% of the limitation.

Withholds $20,000 if excess expenditures are 10% to less than 12% of the limitation.

Withholds amounts calculated under existing law for excess expenditures of 12% or more, except provisional community college districts in counties with populations under 300,000 may not have more than 1% of their budget withheld.
