Amends Arizona Revised Statutes section 28-1595 regarding failure to stop or provide driver license or evidence of identity during traffic stops.

Changes the penalty for a person (other than a driver) who refuses to provide their true full name and date of birth to a peace officer from a class 2 misdemeanor to a class 3 misdemeanor.

Clarifies that a person cannot be compelled to answer any inquiries beyond providing their true full name and date of birth when requested by a peace officer or traffic enforcement agent.

Specifies that a person's refusal to provide their name and date of birth is only unlawful after being advised of that fact by the officer or agent.
