Prohibits the State Bar of Arizona and Arizona Supreme Court from disciplining or revoking an attorney's license for bringing a good faith, nonfrivolous legal claim to court based on political speech rights.

Imposes a civil penalty of 10 percent of the State Bar of Arizona's total licensing revenue collected in the violation year if the bar violates this section.

Imposes a civil penalty of 10 percent of the Arizona Supreme Court's prior fiscal year budget if the court violates this section.

Establishes legislative intent that First Amendment petition rights protect attorneys and their clients to litigate as a form of political expression.
