Requires cities or towns providing water service to offer water hauling through standpipes to residents outside their service area who lack sufficient water access, subject to specified conditions.

Limits water hauling service to areas where the number of households does not exceed 750, the city or town previously provided service to those residents, and no alternative water source exists within 10 miles.

Requires cities or towns to be fully reimbursed for costs of providing and delivering water, and prohibits the service from reducing water availability to existing customers within or outside the service area.

Makes this requirement sunset on March 30, 2023, if the Corporation Commission has not licensed an alternative water provider for the affected area, or earlier if residents gain access to sufficient water supplies.

Requires the Corporation Commission to notify the Arizona Legislative Council by February 1, 2026 regarding whether sunset conditions were met.
