Requires public entities to include written certification in contracts valued at $100,000 or more that the contractor does not discriminate against firearm entities or firearm trade associations.

Prohibits public entities from adopting procurement, investment, or other policies that induce or require discrimination against firearm entities or firearm trade associations.

Exempts sole source contracts and situations where no responsive bids include the required certification from the written certification requirement.

Defines "discriminate" as refusing to trade goods or services with firearm entities based solely on their status, but excludes actions based on established merchant policies or compliance with federal, state, or local law.

Does not apply to contracts entered into before the effective date of the section.
