Permits third party driver license providers to also be authorized to perform certain title and registration functions at the same location.

Reduces bonding requirements from $100,000 per additional location to a single $100,000 bond when an authorized third party performs both driver license and title/registration functions at the same location.

Authorizes third party driver license providers to perform administrative and testing functions for commercial driver license issuance and renewal as directed by the department and in compliance with federal law.
