Authorizes cities and towns to allow administrative personnel to review and approve site plans, development plans, land divisions, lot line adjustments, preliminary and final plats, and plat amendments without public hearings.

Permits administrative personnel to review and approve design review plans based on objective standards without public hearings.

Allows cities and towns to establish self-certification programs enabling registered architects and professional engineers to certify compliance with applicable ordinances and construction standards for qualified projects.

Authorizes at-risk submittals for certain on-site preliminary grading, drainage work, and infrastructure, and expedited permit review for applicants with a history of building code compliance.

Contains identical provisions for counties through the board of supervisors with the same administrative review, self-certification, and expedited approval authorities.
