Establishes procedures for on-site early ballot tabulation including identity verification, affidavit completion, signature roster or electronic pollbook signing, and ballot insertion under official observation.

Prohibits electors from possessing another voter's ballot within the on-site early ballot tabulation area and requires counties to ensure compliance with this restriction.
