Requires school districts and charter schools to acquire United States flags (at least 2 feet by 3 feet, manufactured in the U.S.) and display them in each classroom and on or near school buildings during school hours in accordance with federal flag code.

Requires grades 7-12 to acquire legible copies of the U.S. Constitution and Bill of Rights (manufactured in the U.S.) and place them adjacent to each classroom flag.

Mandates schools set aside daily time for students to recite the Pledge of Allegiance and requires all kindergarten through grade 12 schools to observe a 1-2 minute moment of silence at the beginning of each school day.

Establishes complaint processes through the Department of Education and State Board for Charter Schools, requiring schools to correct violations within 5 days of notification or face referral to the Attorney General.

Authorizes the Attorney General to impose civil penalties of up to $1,000 for first offenses not corrected within 5 days and for repeat violations in the same location during the school year.
