Establishes a fixed $50 fee for abandoned vehicles on private property or public land within incorporated city or town boundaries, and a $150 fee for those outside incorporated areas on national forest, state park, bureau of land management, or state trust land.

Requires the Department of Motor Vehicles to collect these fees as additional registration or driver license fees from vehicle owners and deposit them in the state highway fund.

Provides registered towing companies that removed abandoned vehicles from national forest, state park, bureau of land management, or state trust land with a fixed $100 payment (previously 20% of collected fees), requiring them to register with the state's procurement office to receive payment.

Requires the department to make three good faith attempts to contact the towing company within 30 days; if unsuccessful, the $100 payment reverts to the state highway fund.

Repeals Section 28-4806 and eliminates the abandoned vehicle administration fund, with all collected monies deposited directly into the state highway fund.
