Allows club licensees to apply to the director for permission to lock the front entrance if they have documented safety concerns regarding club members and guests.

Requires the director to consider safety concerns, location, method of operation, and regulatory history when deciding whether to grant permission to lock the entrance.

Ensures firefighters, law enforcement, emergency medical personnel, and the director maintain immediate access via master key, master card, or similar device at all times the establishment is occupied.
