Amends voter registration procedures to require county recorders to redact voters' designated political party affiliation when comparing signatures on early ballot envelopes with registration records.

Expands party representation at election proceedings by allowing state and legislative district party chairpersons to appoint party agents or representatives at polling places, voting centers, and ballot processing locations if county chairpersons fail to do so.

Requires county officers to publish hand count procedures, times, and locations on the county website no later than the Tuesday before election day, and mandates live video recording of ballot custody at both counting centers and hand count locations.

Establishes new procedures for hand count board worker selection with deadlines for political parties to provide sufficient qualified electors, allowing expanded recruitment from statewide party pools if county-level recruitment is insufficient.

Creates new section authorizing county party chairpersons to designate party representatives to observe proceedings at third-party vendors that process returned affidavit envelopes, with state party chairpersons able to make appointments if county chairpersons fail to do so.
