Senate Bill 1136 Summary

• Amends the military transitional housing fund to clarify that monies shall be spent on newly constructed transitional housing in cooperation with veteran-owned and operated nonprofit and for-profit organizations serving military members transitioning to veteran status.

• Establishes a new housing grant program administered by the Arizona Department of Housing for construction of military transitional housing, veteran housing, affordable housing, or homeless housing using renewable and innovative building materials and energy systems.

• Authorizes grant awards to for-profit and nonprofit companies, municipalities, counties, or consortiums of municipalities and counties for housing construction and manufacturing of renewable building materials and installation of renewable energy components.

• Requires grant projects to optimize energy performance and comply with state energy conservation code, and may include solar modules, geothermal systems, water conservation fixtures, and other sustainable technologies with specific performance standards for energy and water reduction.

• Requires grant recipients that are municipalities or counties to adopt standards compliant with United States Green Building Council rating systems or equivalent standards.

• Repeals the new housing grant program section effective December 31, 2028.
