Amends Arizona Revised Statutes section 11-251 to add "animal wellness services" to the list of nonmandated services that county animal control enforcement agents may provide.

Allows county boards of supervisors to enter into agreements with foundations or charitable organizations to solicit donations and property for county animal control programs, excluding enforcement or inspection services.

Nonmandated animal control services are limited to low-cost spay and neuter services, public education and outreach, pet adoption efforts, care for animals that are victims of cruelty or neglect, animal wellness services, and volunteer program support.

Requires annual financial and performance audits by an independent party designated by the county board of supervisors for agreements involving donations and property solicitation for animal control.
