Changes the classification of unlawful purchase, solicitation, advertisement, possession or sale of used catalytic converters from a class 1 misdemeanor to a class 6 felony.

Maintains existing exemptions for automotive recyclers licensed under title 28, chapter 10 and scrap metal dealers conducting transactions with industrial accounts or other dealers.

Allows commercial motor vehicle parts or repair businesses to purchase and possess used catalytic converters being sold as vehicle repair parts if marked with the removal date, vehicle identification number, or alternative linked numbering system.

Requires persons purchasing used catalytic converters to electronically submit transaction records to the Department of Public Safety in accordance with section 44-1644.

Defines "catalytic converter" by reference to section 44-1642.01, subsection A, paragraph 8.
