• Amends the definition of "physician" in Arizona Revised Statutes section 36-2901 to include persons licensed under title 32, chapter 14, expanding the definition to potentially include naturopathic doctors in the AHCCCS system.

• Modifies the definition of "primary care practitioner" to include certified nurse midwives alongside nurse practitioners and physician assistants.

• Expands the definition of eligible pregnant women to include women less than one year postpartum with family income not exceeding 150 percent of federal poverty guidelines.

• The amendments do not become effective unless the Centers for Medicare and Medicaid Services approves doctors of naturopathic medicine as service providers by October 1, 2026, with effective date set for September 30 of the following year.

• Requires AHCCCS administration to notify the Arizona legislative council by November 1, 2026 of approval status or denial by the Centers for Medicare and Medicaid Services.
