Removes language prohibiting possession or delivery of drug paraphernalia intended for "testing" and "analyzing" drugs from Arizona Revised Statutes Section 13-3415, subsections A and B.

Eliminates "testing equipment" from the definition of drug paraphernalia in subsection F(2), except for narcotic drug testing products used to detect fentanyl or fentanyl analogs.

Removes references to "test" and "analyze" from the general definition of drug paraphernalia activities while preserving restrictions on other drug-related equipment and materials.

Maintains all other provisions regarding forfeiture of drug paraphernalia, criminal classifications as class 6 felonies, and court factors for determining whether objects constitute drug paraphernalia.
