Establishes a fraud unit within the Arizona Industrial Commission to investigate fraudulent activities, statements, or representations related to workers' compensation claims, either upon complaint or on its own motion.

Requires the Commission to adopt rules establishing processes for receiving fraud complaints, verifying claimant earnings against unemployment insurance records, and establishing investigation timelines and criteria.

Authorizes fraud investigators to issue subpoenas, take depositions, administer oaths, and examine witnesses under oath in connection with fraud investigations.

Allows the fraud unit to report violations to the claimant, employer, insurance carrier, relevant licensing agencies, and county attorneys or the Attorney General for prosecution.

Amends provisions related to commercial workers' compensation for firefighters to allow insurers to charge additional premiums up to $800,000 aggregate to recover COVID-19-related claims costs paid before July 1, 2023, with this section repealing December 31, 2024.
