Modifies the process for filling legislative vacancies by changing precinct committeemen from nominating three candidates to directly electing a single qualified candidate by majority vote.

Requires the elected candidate to be certified by the board of supervisors rather than appointed from a list of three nominees.

Shortens the election timeline for precinct committeemen to twenty-one days when the legislature is not in session or five days when in regular session.

Applies to political parties organized under Arizona law with at least thirty elected precinct committeemen in the legislative district and county where the vacancy occurred.

Maintains the existing citizens panel process for vacancies in parties with fewer than thirty precinct committeemen or for independent/unaffiliated vacancies.
