Establishes requirements for unmonitored ballot drop boxes, allowing them only inside polling places, voting centers, county offices, or election facilities where election staff is present to monitor them.

Permits outdoor ballot drop boxes only if two or more election workers with equal representation of the two largest political parties monitor them from 8:00 a.m. to 5:00 p.m., and a live video recording system with night vision filters monitors them from 5:00 p.m. to 8:00 a.m. with publicly available live feed.

Prohibits counties from allowing voters to receive and vote ballots from vehicles or conveyances, except as required by federal law or specific state statutes.

Appropriates $1,000,000 from the state general fund in fiscal year 2023-2024 to the state treasurer for county reimbursement of costs related to relocating drop boxes, monitoring overnight video feeds, and developing video infrastructure in rural areas.

Requires counties to exhaust federal funds received under the American Rescue Plan Act of 2021 before becoming eligible for state reimbursement, with unexpended appropriations reverting to the state general fund on June 30, 2025.
