Modifies the definition of "withdrawals" in average daily membership calculations to mean students formally withdrawn from schools or absent for ten consecutive school days, except for excused absences identified by the Department of Education.

Specifies that students absent for nine or fewer consecutive school days, including the last day of the school year, are not counted as withdrawals and cannot be subtracted from total enrollment.

Requires school districts and charter schools to report student absence data to the Department of Education at least once every sixty days in session.

Makes the effective date of withdrawal retroactive to the last day of actual attendance or excused absence of the student.
