Allows early ballots issued at voting locations during the early voting period to be deemed ready for tabulation after voter identification verification, eliminating the need for additional signature verification of the affidavit envelope as required by section 16-550.

Requires county recorders to compare signatures on early ballot affidavit envelopes with registration records and contact voters if signatures are inconsistent or missing, with correction deadlines of five business days after federal elections or three business days after other elections.

Allows voters with inconsistent signatures to correct them or have the county confirm the signature, and allows voters with missing signatures to add their signature by 7:00 p.m. on election day.

Exempts early ballots issued and verified during early voting locations from standard signature verification procedures outlined in sections 16-550 and 16-552.
