Expands the Arizona Promise Program to allow degree-granting private postsecondary educational institutions in Arizona to implement the program on the same terms as Arizona Board of Regents universities.

Permits private institutions to provide financial assistance awards to eligible students, with awards capped at the highest actual in-state tuition and fees cost charged by Arizona Board of Regents universities.

Maintains all existing eligibility requirements for students, including 2.5 minimum GPA, in-state status, federal Pell Grant eligibility, and full-time enrollment status.

Requires the Arizona Board of Regents to administer the Arizona Promise Program Fund and distribute monies to both eligible public and private postsecondary institutions annually.

Allows private institutions participating in the program to receive funding from the Arizona Promise Program Fund to cover eligible student awards after accounting for other aid and scholarships received.
